Type: Temporary Project
Estimated Duration: 5+ months with possible extensions
Work Setting: Hybrid. Position will be remote with the potential to be in office as instructed by management for tasks assigned.

Required:
• Experience in business analysis, including requirements elicitation and documentation. (10 years)
• Experience with Project Management Framework. (10 years)
• Experience with large-scale IT operations and information technology industry trends.
• Experience in defining all types of requirements, functional specifications, and other deliverables.
• Experience in interpersonal relationships, ability to negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel.
• Experience in creating clear, complete, and actionable requirements documentation.
• Experience in ensuring accuracy in documenting system functionality and regulatory requirements. (10 years)

Preferred:
Skill in interpersonal relationships, negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel (8 years)
• Experience working with government regulations or compliance frameworks. (5 years)
• Experience in project management. (5 years)
• Experience leading a team or workgroup. (5 years)
• Experience in policy interpretation and translating regulations into system requirements. (5 years)
• Experience with requirements elicitation techniques such as reviewing current MIS functionality and translating into requirements. (5 years)
• Experience in gathering management information system requirements at a large organization. (2 years)
• Experience in creating solicitation or contract requirements. (2 years)
• Experience with PMI-PBA or IIBA CBAP. (1 year)
• Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field.

Responsibilities include but are not limited to the following:
• Elicit, analyze, and document clear, complete, and actionable business and system requirements using proven requirements elicitation techniques
• Translate government regulations, compliance frameworks, and organizational policies into functional specifications and system requirements
• Lead cross-functional teams and manage stakeholder relationships across all organizational levels, facilitating collaboration, resolving conflicts, and aligning diverse interests
• Apply Project Management Framework knowledge and 5+ years of project management experience to support delivery of large-scale IT initiatives
• Develop comprehensive requirements deliverables—including BRDs, FSDs, use cases, and solicitation/contract requirements—for complex management information systems
• Ensure accuracy and compliance in documenting system functionality, particularly in regulated environments, leveraging 5+ years of experience with government compliance frameworks
• Guide and mentor team members while managing concurrent workstreams in large organizations, aligning requirements with IT operations and industry best practices
