Position Description



About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.  


What you will do at Harris County Flood Control District:
The Harris County Flood Control District (District) is seeking motivated, detail-oriented candidates for the Data Analyst role who will work with the District’s project teams to analyze project data, develop project reports and metrics, and ensure data integrity and accuracy. Assisting other project support departments for data integration and visualization of data for consumption by Stakeholders, Executive staff, Divisional/Departmental staff, and Project Managers. Additionally, providing desk-side mentoring on project controls guidance and training of District policies as needed.

 

Essential Functions and Duties:
Data Reporting, Metrics & Visualization
  • Creating and maintaining reports and metrics utilizing District applications such as Power BI and Unifier while integrating with in-house applications and legacy data for historical data.
  • Preparation of reports for continuous monitoring and progress of District projects and operations.
  • Prepare ad-hoc emergency reports on an as-needed basis.
  • Work with GIS and Communications to provide consistent and accurate data reporting and alignment of data visualization for Stakeholders.
Data Management, Integrity & Warehousing
  • Maintaining a data warehouse of project data, with continual monitoring to ensure data integrity.
  • Meet consistently with District management and staff as part of data integrity assurance, provide compliance reports, and provide feedback and guidance to Technical Services to address any inconsistencies and gaps in data.
  • Assisting initiatives for application reconfiguration or implementation for continuity of data modeling.
Stakeholder Engagement & Communication
  • Interface with stakeholders, subject matter experts, supervisors, and vendors to identify department needs.
  • Coordinate and conduct meetings with internal and external project team members to identify and resolve issues that impact project delivery.
Project Coordination & Quality Assurance
  • Work with internal District Technical Services Department, GIS Department, and Harris County Universal Services (HCUS) project teams to review and ensure the quality of project deliverables and proposed solutions meet business requirements, and projects are completed within assigned timelines.
Policy, Process & Continuous Improvement
  • Maintain quality service by adhering to and enforcing District policies and methodology.
  • Assist with business processes and policy development for continuous improvement initiatives.
Additional Responsibilities and Duties
  • Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.

Requirements

Education:

  • High school diploma or GED equivalent

Experience:
  • Minimum of five (5) years of experience working in the project controls industry with experience directly with project reporting

Licensure:

  • Valid Class "C" Texas Driver’s License
Knowledge Skills, and Abilities:
  • Excellent verbal and written communication skills with the ability to interact professionally with a diverse group, including executives, managers, subject matter experts, coworkers, and/or governmental representatives.
  • Strong analytical and project controls skills, including a thorough understanding of analyzing project data to report and provide plans to optimize project delivery.
  • Strong skills using Microsoft Excel and Power BI.
  • Knowledge of data warehousing, data analytics, and business intelligence.
  • Knowledge of GIS systems as pertaining to geolocation usage for visualization of project data
  • Working knowledge of project management tools such as Primavera Unifier and P6, along with Power BI for business analytics and reporting.
  • Work in a fast-paced environment with diverse reporting needs.
  • Work independently with limited supervision, relative autonomy, and general review.
  • Work well in a multi-task environment, prioritizing tasks properly and staying well organized.
  • Make independent judgments that can have a significant impact on employees and/or the organization.
  • Write/record notes of activity and accurately complete required forms and documentation.

Preferences

Education:

  • Bachelor’s degree from an accredited college or technical school degree or certification (preferred)

    • Two years of experience may be allowed for each year of education if in the same field.
