Leidos QTC Health Services is seeking a Project Manager to partner closely with the Enabling Operations Business Liaison to drive cross-functional collaboration, improve operational efficiency, and identify opportunities to streamline processes. This role is responsible for evaluating existing workflows, identifying gaps, and leading initiatives that enhance communication, alignment, and performance between teams.

This position requires experience supporting proposal development efforts, including coordinating inputs, managing timelines, and ensuring alignment with operational capabilities. A strong understanding of military and law enforcement environments is essential, enabling the Project Manager to effectively support mission-driven initiatives and collaborate with internal and external stakeholders who operate within these sectors.

 Primary Responsibilities:

  • Utilize various tools to coordinate and manage complex projects with the ENO Business Liaison
  • Actively and effectively communicate activities and project status to management, executives, end users and colleagues or team members 
  • Manage, prioritize and successfully execute multiple projects concurrently with minimal supervision, using well-documented project plans 
  • Work closely with managers, executives, end users, and customers (both internal and external) on assigned projects 
  • Develop standardized processes and procedures designed to ensure the highest level of operational effectiveness and efficiency 
  • Develop flow diagrams and detailed instructions to ensure the operator’s understandability of standardized processes and procedures 
  • Develop training materials (presentations and manuals) to ensure operators are effectively trained on the daily implementation of new processes and procedures 
  • Work closely with IT and Software development to Identify area of process automation.
  • Define system requirements and serve as the technical liaison between operations, Provider Relations and IT to ensure seamless development and integration of system requirements in support of operations 
  • Work closely with the Finance and Accounting departments to model financial performance of all lines of business within Strategic Services and understand product/service profitability.  Using this data, help define new business initiatives to ensure long term profitability and financial success
  • Work closely with Operations Managers to analyze Work in Progress (WIP) data, and identify team, system, or process bottlenecks. 
  • Develop recommendations for resolving operational flow issues and help recommendations 
  • Perform other duties and responsibilities as assigned

 Required Qualifications:

  • Bachelors degree from an accredited college in Business Administration, or equivalent experience/combined education
  • 5 to 9 years of direct experience in creating and managing projects from start to finish
  • Experience in earned value project /performance management
  • Project Management Professional Certification or equivalent 
  • Must be able to successfully pass National Agency Check with Inquiries (NACI) background investigation

 Preferred Qualifications:

  • Strong attention to detail
  • Knowledge of military and Law Enforcement 
  • Up to 30% travel is required
  • Well versed in creating Excel Pivot Tables
  • Excellent analytical, data analysis, problem-solving and presentation skills
  • Strong ability to utilize various project management tools to coordinate and manage complex projects; Above average skills with Microsoft Office, Microsoft Project, or other PM Software, Tableau a plus
  • Ability to handle confidential information
  • Strong written and verbal communication skills
  • Ability to quickly foster relationships and credibility at all levels
  • Excellent organization and follow-up skills
  • Ability to solicit input from others and transition concepts into strategic tangible plans, products and services
  • Highly self-motivated

  • May require travel up to 15%

This role may fall under the Service Contract Act (SCA), a federal law which provides for a U.S. Department of Labor-prescribed minimum prevailing rate of pay and certain benefit levels.
