Position Overview
We are seeking an experienced Business Analyst III to support a high-visibility automation initiative within a complex applications and software development environment. This role will partner closely with leadership, product owners, sprint teams, and program stakeholders to analyze business processes, translate requirements into technical solutions, and ensure successful delivery throughout the systems development life cycle.
The Business Analyst will report directly to a Director and serve as a key liaison between business users and technical teams, contributing subject matter expertise, documentation, testing support, and risk mitigation strategies.
Key Responsibilities
* Review, analyze, and evaluate business systems, workflows, and user needs
* Analyze program policies and procedures to determine impacts on automated systems and functional areas
* Develop, document, and refine business requirements, user stories, and functional specifications
* Review complex project artifacts including project charters, design documentation, test plans, and risk assessments
* Serve as liaison between business users, technical teams, and project stakeholders
* Develop and maintain system design procedures, test procedures, and quality standards
* Identify, prioritize, and manage the product backlog to support efficient resource utilization
* Create comprehensive test plans aligned to business requirements and user stories
* Participate in and support user acceptance testing and validation of new system functionality
* Track, document, and report testing progress, results, and defects
* Identify project risks and issues, and develop mitigation or avoidance strategies
* Support or develop training materials and conduct training sessions as needed
* Perform additional related duties as assigned
Required Skills and Experience
Candidates must meet or exceed the following minimum qualifications:
* 8 years of experience performing complex business analysis and writing technical documentation
* 8 years of experience reporting project status, risks, issues, and key decisions to management
* 8 years of experience identifying project risks and implementing mitigation strategies
* 8 years of experience documenting requirements, deliverables, test scenarios, and project status
* 8 years of experience gathering, validating, and translating business requirements into technical solutions
* 8 years of experience reviewing and approving complex technical requirements produced by vendors
* 8 years of experience with Microsoft Office tools including Teams, Word, Excel, Visio, and PowerPoint
* 8 years of experience coordinating and developing test plans, strategies, exit criteria, and test scenarios
* 8 years of experience executing detailed test cases in complex software environments
* 8 years of experience using test management software
* 8 years of experience working within Agile software development methodologies
* 8 years of experience serving in a Business Analyst role
* 8 years of experience prioritizing and approving user stories based on stakeholder feedback
* 8 years of experience with Medicaid Management Information Systems and related processes
Preferred Qualifications
* 4 years of knowledge of Texas Medicaid programs, including PASRR
* 2 years of experience with Long-Term Care Online Portal applications
