Position Overview

We are seeking a highly experienced PM / Business Analyst III to support enterprise modernization initiatives focused on converting legacy applications into modern, web-based solutions.

 

Working under the direction of the IT Applications Director, this role will lead business and technical analysis efforts for legacy-to-web application modernization projects. The PM/BA will partner closely with stakeholders, developers, architects, database teams, and business leaders to analyze current-state systems, document requirements, identify modernization opportunities, and ensure successful delivery of future-state solutions.

This role requires deep expertise in legacy system analysis, Software Development Lifecycle (SDLC), stakeholder management, and translating complex legacy application functionality into actionable requirements for .NET and SQL-based development teams.

 

The ideal candidate can work independently with minimal supervision while managing multiple priorities across technical and business teams.

 

Key Responsibilities

  • Lead requirements gathering and analysis activities supporting the conversion of legacy systems to modern web-based platforms using .NET technologies
  • Analyze legacy system functionality, databases, workflows, and business processes to document current-state operations
  • Elicit, document, and validate business, functional, technical, and non-functional requirements
  • Perform gap analysis between existing legacy systems and desired future-state web applications
  • Identify functional, technical, operational, and compliance gaps and recommend feasible modernization solutions
  • Collaborate with developers, architects, and database teams to ensure requirements are accurately translated into technical solutions
  • Support project planning activities including milestone tracking, task management, issue identification, and risk escalation
  • Facilitate stakeholder meetings, walkthroughs, requirements reviews, and sign-off sessions
  • Provide ongoing support to development and QA teams by clarifying requirements and validating implemented functionality
  • Communicate project status, risks, dependencies, and recommendations to leadership and stakeholders
  • Support overall modernization strategy and business process improvement initiatives
  • Perform additional project-related duties as assigned

 

Required Qualifications

Minimum Required Experience

  • 12+ years of experience in legacy system analysis and modernization strategies
  • 12+ years of experience with Software Development Lifecycle (SDLC), especially for web-based application development
  • 12+ years of experience gathering and documenting business, functional, and technical requirements
  • 12+ years of experience translating legacy application behavior into modern web-based system requirements
  • 12+ years of experience facilitating stakeholders, driving consensus, and coordinating project tasks
  • Strong knowledge of SQL-based data models and system integrations
  • Experience reviewing workflows and identifying modernization opportunities
  • Strong written, verbal, and presentation communication skills
  • Ability to create clear, complete, and testable requirements documentation
  • Ability to work effectively across cross-functional technical and business teams
  • Strong analytical skills for identifying compliance gaps and proposing practical solutions
  • Ability to adapt to evolving technical requirements and modernization complexities
  • Ability to maintain productive working relationships in fast-paced project environments

 

Preferred Qualifications

  • Bachelor's degree in Business, Computer Science, Information Systems, or a related field
  • 12+ years of experience in business analysis or PM/BA roles
  • 8+ years of demonstrated experience converting legacy applications to web-based solutions
  • 8+ years of hands-on experience working with .NET development teams and SQL databases
  • 8+ years of experience supporting large-scale IT systems within government or regulated environments
  • 8+ years of experience with project management methodologies
  • PMP, PMI-PBA, CBAP, or similar certification preferred
