    • Develop process maps, user stories\/use cases, functional specifications, and integration requirements with related systems (e.g., HR systems, identity management, reporting tools).

      Business Analysis & Requirements Gathering:<\/span><\/b>
      <\/p>

      • Support procurement activities, including requirements packages and RFP\/RFS content development. <\/span>
        <\/li>
      • Lead requirements elicitation for an enterprise Learning Management System (LMS) through interviews, workshops, process reviews, and stakeholder consultations. <\/span>
        <\/li>
      • Analyze current\-state and future\-state learning and training processes, identify gaps in LMS capabilities, and recommend improvements. <\/span>
        <\/li>
      • Develop process maps, user stories\/use cases, functional specifications, and integration requirements with related systems (e.g., HR systems, identity management, reporting tools). <\/span>
        <\/li>
      • Conduct feasibility analysis and prepare business cases to support decision\-making and funding approvals for LMS implementation. <\/span>
        <\/li>
      • Ensure all LMS\-related requirements are complete, clear, and aligned with OPS learning strategy, technology standards, accessibility (AODA), privacy, and security requirements. <\/span>
        <\/li>
      • Lead requirements elicitation through interviews, workshops, process reviews, and stakeholder consultations. <\/span>
        <\/li>
      • Analyze current\-state and future\-state business processes, identify gaps, and recommend improvements. <\/span>
        <\/li>
      • Conduct feasibility analysis and contribute to the development of a business case to inform decision\-making and secure funding approvals. <\/span>
        <\/li>
      • Ensure requirements are complete, clear, and aligned with OPS learning strategy, technology standards, and accessibility\/privacy requirements. <\/span>

        <\/p>

        Strategic Planning & Governance Support:<\/span><\/b>
        <\/p>

        • Conceptualize, plan, and lead the development of options and recommendations for LMS strategy, including system and financial modeling and impact analysis. <\/span>
          <\/li>
        • Support preparation of Treasury Board\/Management Board submissions, briefing notes, and executive presentations. <\/span>
          <\/li>
        • Develop change management strategies and business re\-engineering models to enable adoption of new processes and technologies. <\/span>
          <\/li>
        • Evaluate existing service delivery models and recommend improvements to ensure accountability and effectiveness. <\/span>

          Project Leadership & Collaboration:<\/span><\/b>
          <\/p>

          • Coordinate with multi\-disciplinary teams including business, compliance, I&IT, and procurement. <\/span>
            <\/li>
          • Lead and facilitate workshops and stakeholder engagement sessions to build consensus and validate requirements. <\/span>
            <\/li>
          • Support procurement activities, including requirements packages and RFP\/RFS content development. <\/span>
            <\/li>
          • Manage implementation planning and review stages to ensure timely achievement of strategic objectives. <\/span>

            Stakeholder & Relationship Management:<\/span><\/b>
            <\/p>

            • Build and maintain strong relationships with internal and external stakeholders to ensure alignment and collaboration. <\/span>
              <\/li>
            • Consult with senior management, executives, and governance bodies to provide briefings, recommendations, and strategic advice. <\/span>
              <\/li>
            • Negotiate and influence decisions to achieve consensus on requirements and solution design. <\/span>
              <\/li>
            • Demonstrate political acuity and professional judgment in managing sensitive issues and priorities. <\/span>
