Overview

Microsoft’s CELA Compliance & Ethics team is looking for a Technical Program Manager to drive mission-critical programs at the intersection of compliance, data engineering, and AI. You will own end-to-end delivery of technical programs that power Microsoft’s compliance investigations, fraud detection, risk analytics, and AI-assisted legal operations — working across data scientists, engineers, attorneys, and investigators to translate complex legal and regulatory requirements into scalable, secure, and impactful technology solutions.

Responsibilities

Program Leadership & Delivery

  • Own planning, execution, and delivery of complex cross-functional technical programs spanning compliance data platforms, AI/ML solutions, and investigation tooling
  • Define program scope, milestones, dependencies, and risk mitigation strategies across multiple concurrent workstreams
  • Drive architecture decisions and technical trade-offs in partnership with data engineers, data scientists, and platform teams
  • Ensure programs are delivered on time, within budget, and aligned with DOJ, regulatory, and internal compliance requirements


AI & Data Platform Programs

  • Lead programs that build and operationalize AI/ML models for fraud detection, risk scoring, and proactive compliance monitoring
  • Drive adoption and migration to modern data platforms including Microsoft Fabric, OneLake, and Power BI for compliance analytics
  • Own technical programs, lead end to end and measure success through user adoption
  • Coordinate integration of AI agents (Semantic Kernel, Copilot Studio, Agent Framework) into compliance workflows


Compliance & Security Governance

  • Ensure all programs adhere to privacy, security, data retention, and access governance requirements
  • Maintain audit readiness and DOJ alignment across all compliance data and AI programs


Stakeholder Management & Communication

  • Serve as primary technical program liaison between CELA leadership, engineering, data science, and compliance operations
  • Present program status, risks, and strategic recommendations to senior leadership (Director+ level)
  • Manage vendor relationships and delivery with external partners including SOW scoping and budget oversight


Qualifications

Required Qualifications

  • Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 2+ years of experience managing cross-functional and/or cross-team projects.

Preferred Qualifications

  • Bachelor's Degree AND 8+ years experience engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 6+ years of experience managing cross-functional and/or cross-team projects.
  • 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).
  • 4+ years managing cross-functional technical programs involving data platforms, analytics, or AI/ML systems
  • 2+ years working in compliance, legal technology, risk management, or regulated environments
  • Ability to drive programs from ambiguity to delivery across engineering, data science, and business teams
  • Experience with cloud data platforms (Azure, Fabric, Databricks) and modern BI/analytics tools (Power BI)
  • Experience with AI/ML operationalization — model development lifecycle, feature engineering, and model monitoring
  • Familiarity with graph analytics, knowledge graphs, or network analysis techniques
  • Experience with compliance frameworks (SOX, GDPR, CCPA, DMA, DSP) and investigation management platforms
  • Experience managing vendor relationships and multi-million-dollar program budgets
  • Background in fraud detection, AML, KYC, or financial compliance


Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.
