ABOUT THE NEW YORK CITY BOARD OF CORRECTION :
The New York City Board of Correction (“BOC” or the “Board”) is a nine-person, non-judicial oversight board, which regulates, monitors, and inspects the correctional facilities of the City. The Mayor, City Council and presiding justices of the Appellate Division of the Supreme Court for the First and Second Judicial Departments (in joint nomination with the Mayor) appoint its members. The Board’s original appointees began in 1957, making it one of the earliest independent oversight boards of detention settings in the United States. In 1977, the Board’s role was expanded, and it became more independent. The City Charter mandates the Board’s five functions:
- Establish and ensure compliance with minimum standards “for the care, custody, correction, treatment, supervision, and discipline of all persons held or confined under the jurisdiction of the Department of Correction”
- Investigate serious incidents
- Review grievances from people in custody and staff
- Evaluate the performance of the Department of Correction (“DOC”)
- Make recommendations on areas of key correctional planning.
With offices in lower Manhattan and on Rikers Island, BOC works regularly with DOC and Correctional Health Services (“CHS”), and often with other government and external partners, on a wide range of criminal justice issues germane to its oversight responsibilities. The Board brings to this work a strong emphasis on public reporting and data-driven decision making.
UNIT DESCRIPTION
The Board's Executive Director (“ED”) oversees a 33-person staff and a $4 million annual operating budget. The ED develops and implements operational strategies that further the nine-member oversight board's mission to support safer, fairer, smaller, and more humane NYC jails; coordinates monthly public board meetings; and oversees all functions concerning legal, policy, regulatory affairs, compliance, monitoring, research, risk management, board governance, human resources, and IT matters; and ensures a workplace that promotes diversity, equity, and inclusion.
The Board's General Counsel/Deputy Executive Director (“GC/DED”) manages the legal team and all functions relating to regulatory, policy, appeals, and special investigations. The GC/DED provides strategic advisory support to the ED on contractual, and all agency matters, manages relationships with the NYC Law Department and pro bono counsel, and ensures compliance with federal, state, and city law.
