The Technology Project Manager reports directly to the Manager of Project Management Office. This position is responsible for managing all project lifecycle phases to plan, coordinate, and implement systems, applications and technologies for large, very complex, strategic projects which include multiple integrations to other systems. Leads projects from original concept through final closeout. Communicates with agency executives and may communicate with Board of Directors regarding project status. This position will analyze and evaluate existing and proposed systems, perform business process reviews and all other functions related to the implementation of technology projects. Lead the efforts of project teams made up of internal and external technical and non-technical staff to successful project completion. This role is also responsible in providing customer focused service and building positive and constructive relationships with stakeholders and customers, by understanding their needs, problems, and providing timely communication service.
WHAT YOU'LL BE DOING

Conduct research and needs assessments for technology initiatives; prepare business cases, cost‑benefit analyses, and support documentation for project initiation.
Partner with business units to analyze end‑user needs, identify process interdependencies and integration requirements, evaluate technical options, and recommend optimal solutions.
Provide customer‑focused service by building strong relationships with stakeholders and business areas, understanding needs and challenges, and delivering timely communication and support.

Plan, manage, and execute technology projects, including requirements definition, scope development, resource allocation, schedules, budgets, risk analysis, and quality assurance.
Lead cross‑functional project teams in a matrix environment by scheduling and monitoring tasks, managing performance, and resolving conflicts among vendors, technical staff, and business stakeholders.
Manage vendors, contractors, and internal teams to ensure solutions remain within scope, schedule, and budget, with proactive risk and performance management.
Develop scopes of work, independent cost estimates, procurement documentation, contract modifications, and support vendor selection, proposal evaluation, and contract execution.
Manage project budgets and financial controls including monthly reporting, invoicing, expenditure review, cost projections, and reconciliation with finance and vendors.
Lead change management and change control processes including impact analysis, cost estimation, proposal review, change tracking, and communication to business and IT teams.
Develop, implement, and enforce project, IT, documentation, and best‑practice standards and governance frameworks.
Provide technical leadership and full IT ownership of assigned systems and projects, leading implementations with vendors and partners and maintaining proficiency in technical and functional system knowledge.
Ensure system performance, security, availability, and resilience through testing, documentation, training and adoption support, proactive monitoring, maintenance, patching, risk assessments, disaster recovery planning, backup verification, security compliance, and regular reporting to senior leadership and management.
Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns.
Perform other duties as required and/or assigned in support of the Capital Metro Strategic Goals and the IT Vision, Mission, and Objectives aligned to these goals.
WHAT YOU BRING
Bachelor’s degree in Computer Science or related field. Additional related experience may substitute for degree on a year for year basis up to four years.
Six (6) years’ experience managing technology projects; including three (3) years managing technical and functional teams.
Certified Project Management Professional (PMP) by the Project Management Institute preferred.
Experience with direct end-user support in a customer service role. Demonstrated dedication to customer service.
Knowledge, Skills, and Abilities
Proficiency using Microsoft Project to develop a project schedule, assign resources to tasks, track progress, and analyze workloads.
Work Environment and Physical Demands
Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.
Incumbent must have the ability to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use as well as horizontally. Must be able to use a telephone or headset equipment.
Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.

Mobility Status:
As a Hybrid position, onsite presence is guided by team collaboration needs, customer and front-line team member interactions, and role responsibilities. People leaders will set expectations for onsite presence; however, incumbents are generally encouraged to work 8 to 12 days in office per month. Mobility is subject to change at any time based on business needs or organizational decisions.
