King County Metro Transit has an exciting opportunity for two Business Analysts to join the Vehicle Maintenance Data Management (VMDM) team. These fast paced and collaborative roles are part of the Technical Services team that is integrating the new yard telematics software and Enterprise Asset Management System (EAMS) for our division.

As part of the Technical Services team, you’ll navigate employees through end user support and training, improve system processes, coordinate employee Pick and Shakeup activities, troubleshoot technical issues, manage application upgrades and lifecycles, and support technology projects. The data and reporting you produce will be essential to guiding decisionmakers, as the quality and accuracy of our business strategies depend on the insights provided by our analysts.

 Recruitment Details: This recruitment will be used to fill two (2) Term-Limited Temporary/ Special Duty Assignment (TLT/SDA) Business Analyst positions within the Vehicle Maintenance Data Management team.  These positions have an expected duration of approximately 17 months with the possibility of extension. This recruitment may be used to generate an eligibility list for future TLT, SDA, or Career Service vacancies that may occur in this classification and workgroup. If created, the list would be valid for 12 months from the posting date above and may be utilized at the discretion of the hiring authority.   

Job Duties

As a Vehicle Maintenance Business Analyst, you will also:


System Design, Testing, and Implementation: 

  • Design, develop, and test system enhancements, data models, application modifications, reporting solutions, and system interfaces; evaluate upgrades and proposed changes and define acceptance criteria.
  • Implement, support, maintain, and monitor functionality across EAMS, yard telematics, dispatch tools, pick applications, BI tools, and external system interfaces.
  • Lead system related projects for Vehicle Maintenance, including requirements development for new or replacement systems and major enhancements.
  • Troubleshoot, track, resolve, and document complex system issues, coordinating with technical teams and vendors as needed.
  • Integrate new systems and tools into operational workflows, ensuring smooth adoption and alignment with business needs.

Data, Reporting, and Analytics:

  • Analyze operational, maintenance, and performance data to support data driven decision making by leadership.
  • Extract data from databases and build, modify, and maintain Power BI dashboards and other BI reports; serve as data steward for Vehicle Maintenance by managing reporting requests, user access, report updates, and data quality.
  • Develop complex operational, financial, labor, maintenance, and inventory reports using SQL, Oracle/EBS, Power BI, Business Objects, SharePoint, and related BI tools.

Training/ Supporting others

  • Serve as the primary analyst for the Yard Telematics Program (bus tracking for dispatchers) and the Enterprise Asset Management System (EAMS/M5/Hexagon) used for work orders, maintenance, and asset tracking.
  • Provide ongoing system support, including participation in a 24/7 on call rotation and coordination with vendors and external partners to resolve issues or implement enhancements.
  • Onboard new personnel and deliver training on EAMS/M5, yard telematics tools, reporting tools, and related applications; develop training materials and curriculum for staff with varying technical skill levels.
  • Educate multidisciplinary teams and leaders on system best practices and process improvement principles to support consistent, effective use of tools and workflows.

Experience, Qualifications, Knowledge, Skills

We are looking for candidates who meet the following minimum qualifications:

  • Any combination of education, experience, and training that provides the required knowledge, skills, and abilities to perform the work; such as:
    • At least two (2) years of related experience in business process analysis and improvement, including demonstrated facilitation and leadership skills.
    • A Bachelor’s degree in Business, Public Administration, Information Systems and Technology, Statistics, Data Analytics, or a closely related field.
  • Experience leading teams, training adult learners, and onboarding staff on business systems such as vehicle maintenance, asset management, and/or telematics tools.
  •  Skill in presenting information clearly in group settings, one-on-one, and in written materials; skilled at translating technical concepts for non-technical users and adapting communication style to best serve diverse audiences.
  • Experience developing, maintaining, and interpreting complex operational, financial, labor, maintenance, or inventory reports; strong ability to analyze large datasets and provide actionable insights.
  • Strong analytical and problem-solving skills, including root cause analysis, evaluating options, and making data driven recommendations to resolve complex operational or system challenges.
  • Ability to design, test, validate, and implement system enhancements, upgrades, interfaces, and workflow improvements; understanding of system integrations and data flows.
  • Skill in mapping, analyzing, and improving business processes, workflows, and operational procedures; familiarity with Lean, Six Sigma, or other process improvement methods.
  • Proficiency with Microsoft Office tools (Word, Excel, Outlook, Teams, and SharePoint)  
  • Ability to support change management efforts and integrate new systems or tools into operational workflows.
  • Strong customer -service and interpersonal skills, with the ability to work effectively with diverse users, stakeholders, and teams; able to maintain confidentiality, tact, diplomacy, and professionalism.
  • Ability to work independently and collaboratively, manage multiple priorities, and maintain effective working relationships across multidisciplinary teams.
  • Demonstrated integrity, initiative, accountability, reliability, and strong organizational and project management skills.
  • Strong organizational skills, initiative, and ability to manage multiple responsibilities and competing priorities in a diverse, fast paced environment.

Desirable qualifications include (but are not required):

  •  Experience providing end user support and technical problem resolution for relational database systems, including troubleshooting complex issues and working with IT teams or vendors.
  • Experience with inventory, financial, or large fleet management systems and related operational workflows.
  • Experience with asset management systems, yard telematics, GPS based fleet tracking, dispatch systems, or other fleet/transit/vehicle maintenance applications.
  • Proficiency with SQL, Oracle/EBS, Power BI, Business Objects, BI Insights, or similar BI/reporting tools for building dashboards, reports, and data models; experience working with large datasets.
  • Experience leading system related projects, including requirements gathering, documentation, testing, and implementation.
  • Knowledge of Lean, Six Sigma, performance auditing, quality assurance methods, and diagnostic/evaluation tools.
  • Understanding of statistical concepts, group dynamics, and change management principles.
  •  Experience with content management, including creating, organizing, publishing, and maintaining digital content for others.

SPECIAL REQUIREMENTS:

  • Ability and willingness to be available to provide end-user support via phone and on-site on a rotational 24/7 on-call basis.
  • Must be able to travel to worksites throughout the County in a timely manner, including in situations where public transportation is not available.

Work Location: This is a hybrid position that includes days in the office as well as telecommuting. The main worksite for this position is King Street Center (201 South Jackson St, Seattle WA 98104), although some on-site work at various Vehicle Maintenance bases and other King County offices may be required. Starting in May 2026, there will be a minimum of three days per week required in the office. The ratio of remote to onsite work will be dependent on business needs and is subject to change. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. 

Work Schedule: These positions are exempt from the provisions of the Fair Labor Standards Act and are not eligible for overtime. Typical work hours vary between 7:00 AM and 5:00 PM, Monday through Friday. Variations in hours are occasionally necessary to provide end-user support at Vehicle Maintenance locations on swing or graveyard shifts, and to participate in a 24/7 on-call rotation as scheduled.
