The Senior Business Analyst will support CJDD product initiatives, participate in various working groups, and collaborate closely with Ministry clients and stakeholders, delivery leads, technical and QA teams, and subject matter experts. The resource will be accountable for applying technical proficiency across different stages of the Software Development Life Cycle, including:

• Product Journey & Feature Structure Map

• User Story (including digital User Interface) elaboration & prioritisation

  The role involves creating business architecture artefacts, validating test strategy and plans, and supporting activities related to implementation, transition, and sustainment.

  Assignment Deliverables<\/b>
  <\/p>

  • Documentation:<\/b> Create high\-quality artefacts such as business process, business solution, business architecture, product journey map, system requirements, change management plan & execution, and service transition\/operation plans.
    <\/li>
  • Support:<\/b> Assist with troubleshooting production issues and support day\-to\-day operations.
    <\/li>
  • Stakeholder Engagement:<\/b> Liaise with business partners to analyse complex problems and understand business goals and objectives.
    <\/li>
  • Testing:<\/b> Support QA team activities, including Test Strategy & Plan, User Acceptance Testing, and training.

    Mandatory Requirements<\/b>
    <\/p>

    • 8+ years of experience as an IT Business Analyst on medium to large\-scale projects with increasing responsibility.
      <\/li>
    • 5+ years of hands\-on experience collaborating with business stakeholders in functional design sessions, detailed solution design, and issue triage for production.
      <\/li>
    • 5+ years of experience providing first\-level triage support to business and technical SMEs, identifying design gaps during testing and production.
      <\/li>
    • Experience as a Scrum Master with practical application of Agile practices.
      <\/li>
    • Strong knowledge of Agile methodologies (Scrum\/Kanban) and ability to apply them effectively.
      <\/li>
    • Proficiency in Agile project tracking tools (Azure DevOps, JIRA).
      <\/li>
    • Experience developing Business Architecture and System Requirements Documents.
      <\/li>
    • Familiarity with traceability matrices, client\-centric approaches, and Agile delivery practices.
      <\/li>
    • Hands\-on experience designing web user interfaces, including creating mockups using tools such as Figma or similar platforms.

        • Proven track record in Agile teams, planning and delivering user stories in SCRUM environments.

        • Ability to document and analyse business and functional requirements, lead\/facilitate JAD sessions, and prepare Architecture Documentation (e.g., Business Architecture Document, System Requirement Document).
          <\/li>
        • Experience in large systems implementation projects across all phases of the system development and product management life cycle.
          <\/li>
        • Strong business analysis skills to lead creation of requirements documentation and validate\/analyse business processes.
          <\/li>
        • Ability to create Business Cases, Business Architecture\/System Requirement Documents, and testing documentation using gathered requirements.
          <\/li>
        • Knowledge of production readiness documentation (support model, operational process, SLAs, checklists).
          <\/li>
        • Excellent analytical, logical, and interpersonal skills; self\-motivated and fast learner.
          <\/li>
        • Strong communication, presentation, facilitation, and workshop skills.
          <\/li>
        • Hands\-on experience designing digital user interfaces (e.g., Figma or similar tools).

          Criteria 1: Business Analyst Skills – 40 Points<\/b>
          <\/p>

          • 8+ years’ experience in business analysis for large\-scale implementations, including technical requirements and data migration analysis.
            <\/li>
          • Knowledge of Agile methodologies and ability to apply them effectively.
            <\/li>
          • Experience with Agile tracking tools (Azure DevOps, JIRA).
            <\/li>
          • Demonstrated ability to create Business Cases, Business Requirements Documents, Business Architecture Documents, and testing documentation.
            <\/li>
          • Experience in large systems implementation and case management solutions.
            <\/li>
          • Working knowledge of system concepts and development methodologies.
            <\/li>
          • Experience supporting QA teams with testing documentation (Test Cases, Test Plans, Traceability Matrix).
            <\/li> <\/ul>

            Criteria 2: Technical Skills – 30 Points<\/b>
            <\/p>

            • Experience working with technical and business SMEs to review design gaps, estimate changes, and triage defects.
              <\/li>
            • Ability to develop production readiness documentation (support model, SLAs, checklists).
              <\/li>
            • Experience in business solution\/process model\/architecture development and option analysis.
              <\/li>
            • Proficiency with DevOps tools (JIRA, Azure DevOps).
              <\/li>
            • Hands\-on experience designing web user interfaces (e.g., Figma).
              <\/li> <\/ul>

              Criteria 3: Communication Skills – 25 Points<\/b>
              <\/p>

              • Leadership in creating business requirements and design documentation.
                <\/li>
              • Ability to capture and analyse business processes for legacy systems and future state mapping.
                <\/li>
              • Proven ability to support client presentations and Enterprise Architecture artefacts.
                <\/li>
              • Experience negotiating with stakeholders during design sessions and production issues.
                <\/li>
              • Strong relationship management and conflict resolution skills.

                Criteria 4: Public Sector Experience – 5 Points<\/b>
                <\/p>

                • Previous experience in Government or Public Sector organisations.

                • Experience with Case Management applications.
