Business Analyst – Oracle APEX (Public Safety Focus)
The San Francisco Fire Department is looking for a Business Analyst – Oracle APEX (Public Safety Focus) to join its team. Reporting to the Principal Developer, the Business Analyst shall work with business stakeholders to conduct requirements analysis and User Acceptance testing to ensure requirements are captured and the deliveries meet the prescribed business processes. The Business Analyst will design and implement dashboards, utilize SQL, Excel, Power BI, Tableau, or other visualization tools to extract, transform, and display key metrics. The ideal candidate will have experience supporting technology solutions within a public safety organization and Oracle APEX experience.
Key Responsibilities:
Collaborate with stakeholders from public safety agencies to gather, analyze, and document business requirements.
Translate business needs into functional specifications for Oracle APEX developers.
Facilitate workshops, interviews, and working sessions with end users and technical teams.
Develop process models, use cases, and workflow diagrams to support application design.
Assist in the design and testing of Oracle APEX applications, ensuring alignment with agency requirements.
Support data migration, integration, and reporting efforts across public safety systems.
Provide training and support to end users during deployment and post-implementation.
Ensure compliance with data security, privacy, and regulatory standards relevant to public safety.
Minimum Qualifications
The Business Analyst – Oracle APEX (Public Safety Focus) position is classified under IS Business Analyst - Principal, Class 1054. Education: An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
Experience: Five (5) years of experience in the information systems field, including system analysis, business process design, development, and implementation of business application solutions or IT project management.
Preferred Qualifications
Bachelor’s degree in Business Administration, Information Systems, Public Administration, or related field. Master’s degree or relevant certifications (CBAP, PMI-PBA) are a plus.
5+ years of experience as a Business Analyst, preferably in a public sector or public safety environment.
Experience with SQL, PL/SQL, and Oracle database concepts.
Knowledge of Agile or hybrid project management methodologies.
Experience with GIS, CAD, RMS, or other public safety technologies.
Understanding data governance and compliance in public sector environments.
Strong understanding of Oracle APEX platform and its capabilities.
Proven experience working with public safety agencies (e.g., police, fire, EMS).
Excellent communication and stakeholder management skills.
Ability to work independently and manage multiple priorities in a fast-paced environment.
Familiarity with HIPAA, NFIRS, or other public safety data standards is a plus.
