Job Description

You will be responsible for developing accurate, data-driven cost estimates for Data Center tenders, ensuring that the proposed pricing reflects the company's delivery model, market benchmarks, and project execution strategy. The Commercial Business Analyst builds and maintains the cost database, collects and validates inputs from engineering and supply chain, and prepares structured pricing models for proposals. Operating from the Houston office, this role plays a central part in forming competitive, executable bids by transforming scope and technical requirements into clear, reliable cost outputs.

Objectives

  • Develop accurate, well-structured cost estimates that reflect scope, execution strategy, and market conditions
  • Maintain and continually refine the project cost database, benchmarks, and unit-rate build-ups
  • Coordinate with engineering, supply chain, and project management to validate quantities, methods, and construction assumptions
  • Produce clear estimating summaries and pricing models for tender submissions
  • Support the Commercial Manager in scenario modelling, risk assessment, and commercial strategy development

Activities

  • Prepare discipline-level and total project estimates including materials, labor, equipment, subcontracting, logistics, and indirects
  • Convert engineering scope, drawings, and specifications into quantities, take-offs, and estimate inputs
  • Build and maintain unit-rate libraries, cost benchmarks, and historical data for continuous estimate improvement
  • Coordinate with Supply Chain to obtain subcontractor and supplier quotes, validate pricing, and confirm scope alignment
  • Support pricing strategy development by preparing cost scenarios, sensitivities, and risk-adjusted estimate options
  • Prepare estimate narratives, basis-of-estimate documentation, and pricing appendices for proposals
  • Ensure all estimate assumptions, clarifications, inclusions, and exclusions are accurately documented
  • Assist in handover of awarded projects by sharing estimate assumptions and cost structures with execution teams

Expected Experience

  • 10–15 years of experience in estimating or cost development for large-scale construction or industrial projects
  • Strong understanding of quantity take-offs, unit-rate development, and construction methods across civil, structural, mechanical, and electrical works
  • Proven ability to translate technical scope into clear, defensible cost estimates
  • Experience supporting competitive tenders with multiple subcontractor and supplier interfaces
  • Experience in Data Center or mission-critical facility estimating is highly preferred

Qualifications

Mandatory

  • Bachelor’s degree in Engineering, Construction Management, or Quantity Surveying or 15+ years of progressive estimating experience

Nice to Have

  • Professional certification such as AACE CEP, CCP, or MRICS
  • Training in advanced estimating software or data analytics tools

Work Environment and Physical Demands

Houston-based office role requiring frequent coordination with engineering, supply chain, and commercial teams. Involves intensive data analysis, cost modelling, and participation in pricing reviews. Occasional travel may be required for supplier meetings, bid clarification sessions, or site visits.
