The Ministry is seeking the services of one (1) Business Analyst, Level 3, to work as part of the Project Management & Program Delivery project team in collaboration with the core project team, solution delivery vendor(s) and other stakeholders as required.<\/span>
<\/p>

  • Provide support during the design, implementation and testing phases of the project.<\/span>
    <\/span><\/li>
  • Report progress of assignment on a regular basis to Project Management, raise any issue and concerns and propose mitigation strategies.<\/span>
    <\/span><\/li>
  • Lead and\/or participate in teams developing solutions within MLITSD’s Global Talent and Settlement Services Division.<\/span>
    <\/span><\/li>
  • Conduct feasibility analysis, project scoping and provide project work estimates.<\/span>
    <\/span><\/li>
  • Conduct Joint Requirements Planning and Joint Application Design sessions.<\/span>
    <\/span><\/li>
  • Analyze and map processes \/ data for current state and future state.<\/span>
    <\/span><\/li>
  • Requirements development involving requirements elicitation, elaboration, analysis, specification and validation.<\/span>
    <\/span><\/li>
  • Use of ministry mandated requirement management tools and templates for requirements<\/span>
    <\/span><\/li>
  • Review and feedback of technical design documents.<\/span>
    <\/span><\/li>
  • Conduct and\/or participate in walkthroughs at each project milestone.<\/span>
    <\/span><\/li>
  • Knowledge transfer to TS and I&IT Cluster at all stages of the assignment.<\/span>
    <\/span><\/li>
  • Report status to and follow overall direction from the Project Manager and\/or Lead Business Analyst.<\/span>

      Support to Development and Test teams in following areas (but are not limited to):<\/span>
      <\/p>

      • Building and testing support to development team<\/span>

      • Reviewing test strategy, test plan and cases<\/span>

      • Management of defect logs<\/span>
        <\/span><\/li>
      • Testing Applications<\/span>

      • Supporting end\-user inquiries<\/span>

      • Defining the integration test plan<\/span>
        <\/span><\/li>
      • Defining the user acceptance test plan<\/span>
        <\/span><\/li>
      • Identification and resolution of problems\/issues<\/span>
        <\/span><\/li>
      • Document and manage risks and liaise with other project teams to coordinate project interdependencies.<\/span>

      • Documentation of all artefacts in a shared project library.<\/span>

        Skill Set Requirements<\/span>
        <\/p>

        • Knowledge with Solutions Development Life Cycle (SDLC) and structured methodologies including agile, waterfall and iterative<\/span>
          <\/span><\/li>
        • Demonstrable experience with Business Object Oriented Modeling, UML tools and techniques.<\/span>
          <\/span><\/li>
        • Demonstrable skills and experience with documenting deliverables outlined in Deliverables section<\/span>
          <\/span><\/li>
        • Work Experience in investigating, analyzing, estimating system applications in a large integrated mainframe and mid\-tier environment<\/span>
          <\/span><\/li>
        • Proven experience with all stages of automated system implementation in complex mainframe, with online and batch transactions<\/span>
          <\/span><\/li>
        • Proven experience with sprint facilitation, interpretation of business needs to technical requirements, facilitation of project meetings for reviews<\/span>
          <\/span><\/li>
        • Experience with the Public Sector architecture.<\/span>
          <\/span><\/li>
        • Demonstrable knowledge of Public Sector applications, databases and systems; demonstrated experience working with legacy infrastructure hosting environments such as mainframe with complex applications; Experience with supporting legacy applications and transformation of legacy solutions using COTS products such as Oracle Siebel<\/span>
          <\/span><\/li>
        • Demonstrable knowledge and experience working in accordance with policies and procedures of Public Service Sector<\/span>
          <\/span><\/li>
        • Demonstrable knowledge of Project Management framework in the Public Sector and Architecture Checkpoint requirements<\/span>
          <\/span><\/li>
        • Excellent analytical, problem solving and decision\-making skills.<\/span>
          <\/span><\/li>
        • Experience in conducting feasibility analysis, project scoping and providing project work estimates<\/span>
